Central Staffing Scheme of Department of Personnel & Training
(CSS of DoPT)


Similar to the CSS of the MoEF, for manning pre-identified positions of Under Secretary (US), Deputy Secretary (DS), Director, Joint Secretary (JS), Additional Secretary (AS), Special Secretary (SS) and Secretary and equivalent levels in the GoI and its organizations, DoPT have formulated this staffing Scheme. A total of 38 Civil Services including the there All India Services viz. IAS, IPS & IFS participants under this Scheme.

Procedure for selection:

DoPT usually writes to all the Central Ministries and Cadre Controlling Authorities of all the participating services in the scheme seeking nominations for the posts at various levels in the month of September/October every year. Based on the above request, this Ministry issues a circular notice in October to all the State Governments/UT Administrations seeking nominations/ applications of eligible IFS officers for appointment at US, DS, Director and JS levels. Applications so received are initially processed in the Ministry with reference to the following:

  1. Whether application is forwarded by the concerned State Govt/organisation
  2. Whether Annexure V (application) and Annexure V (A) {vigilance and integrity certificate}of the application are duly filled in and certified by the State Govt.
  3. Whether Cooling off is completed
  4. Whether ACRs for the previous 05 years are enclosed or not.

DoPT does not entertain applications without ACRs of the previous five years. Therefore, the Ministry forwards eligible applications to DoPT only after obtaining ACRs for empanelment by the DoPT.

Names of the officers so empanelled at DS and Director level are intimated to the Ministry for confirmation on whether their services would be available or not for appointment throughout the year. After the Ministry confirms the same, officers are put on the "Offer List". A panel consisting of three officers is prepared and forwarded to Ministries/Departments where vacancy is available or expected to arise, and the officer selected by the Ministry is issued appointment letter after completing the necessary procedures.

Joint Secretary level:Selection procedure at JS level is different from that of DS/Dir level. As per the procedure, the Ministry usually forwards complete ACR dossiers of all IFS officers of a particular YoA, who are clear from vigilance angle and left with a minimum of three years of service before superannuation to DoPT, at this stage officers neither need to apply nor State Governments recommendations are required. DoPT usually scrutinizes the ACRs and vigilance status and prepares a list of officers to be empanelled and after obtaining the approval of the ACC, the list of empanelled officers is intimated to the Ministry. Only those officers who are empanelled can apply for posts at JS and equivalent level in Government of India. Similar procedure is also adopted for appointments at Additional Secretary and above level.

The Ministry have so far forwarded ACR dosiers of IFS Officers up to 1980 YoA to the DoPT. Batch-wise nominations of officers whose ACR dossiers could not be sent to DoPT for want of complete ACRs is as below:
